Include cookies and add CiteSeerX timeout
This aims to fix failing unit tests. I think sometimes we need
to bring the cookies that we get from the redirection dance
over to when we download the pdf. Second, CiteSeerX has a
download limit that rejects requests made within 30 seconds
of each other. This fixes both.
